Naser El Rayes is a distinguished Palestinian legal expert and international consultant with over three decades of experience in international law, human rights, gender justice, and constitutional reform across the MENA region. Holding a Master’s degree with First Class Honours in International Law and International Relations from the University of Algiers, he has served in pivotal national roles in Palestine—including as Advisor to the Palestinian Minister of Justice on international law, a long-standing member of the Palestinian Constitution Drafting Committee, and a key contributor to multiple national investigation committees mandated by the UN Human Rights Council. His extensive leadership includes chairing the Board of the Institute of Applied International Law and the Board of the Association for the Protection of Women from Violence and Harassment.

Regionally and internationally, El Rayes has been a trusted expert for leading institutions such as the UNDP, UN Women, OHCHR, ICRC, EUPOL COPPS, Geneva Call, and the European Institute of Peace. He has led major legal reform initiatives, built national and regional capacities on international humanitarian law, documented war crimes, and developed gender-responsive legal frameworks across Palestine, Yemen, Libya, Jordan, and the UAE. With more than a dozen books and numerous influential studies, he is widely recognized for his contributions to advancing human rights, strengthening legal systems, and shaping policy reforms that center justice, accountability, and the protection of women and civilians in conflict and post-conflict contexts.
